In Bucharest, Romania, on July 31, 1899, the “Call” was sent to the Albanian people for the congressional meeting, which would examine the issue of establishing an autonomous Albanian state. It was signed by Jorgji Meksi, Dervish Hima and Jashar Erebara. For the first time, the “Call” was published in the newspaper “La nazioni Albanese” by the Arbëresh of Italy.
