On 24 June 1405, between the municipality of Ulqin and the Republic of Venice, a pact was signed, which defined the status of the city of Ulqin and relations with the Republic. Ulqin, like all the medieval towns, had its own status, which the Republic promised to respect in court cases, the rights of Ulqin citizens, trade exchanges, customs matters etc. The Republic, on its part, pledged to defend Ulqin lands and borders.
