At the beginning of June 1880, the Second Assembly of Frasher was convened. The inter-regional rally of the Albanian League of Prizren. Among other things, he proposed creating a central government for all of Albania, which would take over the nationwide administration. The government would be formed by a general assembly of the League, attended by representatives of all Albanian provinces.
