At the Pre-memory adopted on December 9th, 1919 is said that the governments of the US, England and France, expressed their wish to recognize the independence of the Albanian state but expressed the opinion that “will need the advice and administrative assistance of any of the great powers”. According to Pre-memory, Italy is the most appropriate country to fulfill this task. The document that holds the signatures of the highest representatives of the three countries was published in the collection “La question Adriatique”.
