Three years after death on February 7th, 1993, the lawyer Xhevat Kapshtica was awarded with the title “Torch of Democracy”. He was born in 1906 in Kapshtica, of Devoll. He finished the elementary school in his hometown and the Lyceum of Korca. After graduating in Sorbonne University he returned in homeland and worked in different cities of Albania. During the Second World War he was ranked among Balli Kombetar.
