The National Committee of the League of Prizren, on July 7, 1878, decided to take necessary administrative and military measures for the preservation of the territory of Albania. To this end, the Central Committee was established in Prizren and virtually the overall mobilization was announced. All the capable men, ruled in the decision, at least one man for the family, should take up arms.
