After declaring independence and raising the flag in Vlora, there was a real anarchy that was rushed by local feudal lords, but also from neighboring countries, aimed at breaking Albania and benefiting as much from its territory. On June 6, 1913, a certain Ded Coku, conquered Shengjin and created a provisional government that was headed by himself.
