On April 5th, 1921, were concluded the elections for the National Council, or as it was called at that time the parliament. 75 people were elected deputies. In the Council, was formed “th popular group”, which supported the political platform of the Congress of Lushnja. In this Congress participated Fan Noli, Luigj Gurakuqi, Stavro Vinjau, etc. The other group called “progressive”, headed by Kadri Hoxha, was expressed against the platform of the Congress of Lushnja.
