On November 29th, 1912, Ismail Qemali, as chairman of the Provisional Government and Minister of Foreign Affairs, formulated the first diplomatic note addressed to the representatives of Russia, Austria and Italy in Vlora, by which he announced the declaration of independence of Albania and asked the establishment of the official relations with the new national government. On the same day he addressed a telegram to the Balkan governments, by announcing for the declaration of independence and the desire of the Albanian people to live in peace and friendship with all neighboring countries. These were the first steps of the Albanian diplomacy that was reborn with the new Albanian state after five centuries of slavery.
