On September 28th 1925, was established the presidential cabinet of Ahmet Zogu, where the President of the Republic and the Prime minister was Ahmet Zogu, Minister of Justice Milto Tutulani, Minister of Foreign Affairs Hysen Vrioni, Minister of Interior and World Affairs Musa Juka, Minister of Finance Sulejman Starova and Commander of National Defense Xhemal Aranitasi.
