In the border village of Kapshtica, on May 28, 1920, a protocol was signed that prohibited the march of the Greek army, which aimed to invade Albanian lands liberated by French forces deployed since the time of World War I. The Kapshtica Protocol had special significance for the Albanian government, since it avoided the conflict with Greece and the war on two fronts, at a time when the start of the uprising against Italian armies in Vlora was decided.
