On June 26, 1880, the Ambassadors of the Great Powers in Istanbul presented the request to leave Montenegro instead of Plavë and Gucci, the city of Ulcinj and its district. This maneuver is also attached to a project for granting autonomy to Shkodra and its Highland. Another diplomatic maneuver began to play with English and Austro-Hungarian chief executives in Shkodra. Guided by their centers, they came out with a project to grant autonomy to Shkodra and its Highlands. On June 26, 1880, the project joined the High Power Note and was handed over to the Gate in Istanbul.
