On September 23rd 1860, the Albanian millionaire in Rumania, Vangjel Zhupa,intercedes to the Greek government in order to implement the initiative of the prince of Moldova, Aleksandër Kuze, for the creation of Balkan Alliance against ottomans. Zhapa believed the Alliance will support the war of our people for the liberation of the country.
