On January 23rd, 1899, was gathered in Kosovo the “Assembly of Peja” attended by 450 representatives from all over Albania. It founded the organization called “League of Peja” or “Besa-Besë”. It was a politico-military organization similar to the pan-Albanian League of Prizren. On top of the Steering Committee was Haxhi Zeka. The Assembly expressed his determination to oppose any attempt of the Balkan monarchies for the fragmentation of the Albanian territories and demanded the unification of four districts of Albania and their management under a particular statute or constitution.Immediately after the assembly in all Albanian lands was created the local committees of League, which exercise the powers of local government.
