For the protection of Hoti and Gruda, according to the Istanbul Protocol, signed by the ambassadors of the Great Powers in Istanbul on April 18th, 1880, was established the Military Headquarters of the Commander Colonel Hodo Sokol and deputy Preng Bib Doda, who directed 1500 volunteers of Shkodra and thousands of highlanders, who joined them. On April 22nd, it took place the first battle with the Montenegrin armies, which included 20 battalions armed with modern weapons and artillery. The Montenegrins were broken by Albanian volunteers, defending their lands. Thus the Istanbul Protocol failed.
