Përlindja e Shqypnis
On November 22nd , 1913, the Provisional Government of Vlora, approved and published in the official newspaper “Përlindja e Shqypnisë” the ” Convenient Canon of the Civil Administration of Albania”, that defined the administrative division of the country, the administrative structure of prefectures, sub-prefectures, duties officers of the administration and the electoral system for selecting all state officers. The Canon is actually the first constitution of the Albanian State.
