Francisco Jacomoni and Fejzi Alizoti, on April 20th, 1939, signed in Tirana the economic- customs-exchange agreement between the Italian Kingdom and the Kingdom of Albania. It envisioned the customs union between the two countries. The agreement set a fixed parity with the Albanian franc and the Italian lira. Through this agreement, Italy established the full control over the weak Albanian economy. By the competition with the Italian goods, bankrupt the few factories, was aggravated the handicrafts work and small shops. From the abolition of customs during the Italian invasion of Albania, it is estimated that our country lost 432 million gold francs.
