I. Qemali
Ismail Qemali, as chairman of the Interim Government of Vlora, on December 20th, 1912, congratulated the Chief of the Turkish Armed Forces in the West in Ioannina, about the successes against Greece armies, which aimed the occupation of southern Albania and offers the collaboration of his government to protect the Albanian territories until was determined the final fate of the regime in Albania.
