The second Congress of Monastery began on April 2nd, 1910. This Congress did again the requires of education and culture problems in the Albanian territory, was expressed for the implementation without any changing of the alphabet, that had set the 1st, Congress of Monastery and against the introduction of the Arabic alphabet. In the decision of the Congress, was stressed the need of establishing and functioning of the Albanian clubs, with administrative attributes where will be focused the patriotic educational and cultural activities, which would be run by a central club. In the decision, was required the establishment of an academy that would prepare and publish the necessary textbooks , will open an evening school, a normal school in Skopje, will publish a newspaper and a dictionary of the Albanian language.
