In a letter dated on April 19th, 1785 addressed to the Marine Office of the Republic of Venice, its vice-consul in Shkodra Jak Suma announces for the talks and agreements that Kara Mahmut Pasha was doing with the Dalmatian leaders of Pastroviç. They wanted the protection of the powerful Pasha of Shkodra and offered him military co-operation. From his part, the head of Shkodra, in the concluded agreements gave the opportunity to the whole community of Pastrovic, “to come freely here in Shkodra, to develop trade and whatever they want, counting as citizen Shkodra “.
