On October 16th, 1913, the International Commission of Control established by the Conference of Ambassadors in London held his first meeting in Vlora. This Commission not only recognized the Government of Vlora, but also intervened brutally in the intern works and undermined its foundations and obligated Ismail Qemali to resign.
