On November 16th, 1759, the heads of Himara, according to the decisions of the Assembly of Gliati formulated a statement which was sent to St. Petersburg, to the Empress of Russia, Elizabeth, through the delegation composed of Archimandrite Anthim Vasiliko and the captain Pano Spiro Duçili. The statement and the delegation should provide the assistance of himaras people against the Ottoman invaders.
