“Kanuni i zhurisë” proclaimed on May 13th, 1913 was the first legislative act in the area of judicial organization in Albania, which marked one of the first steps towards liberation from Ottoman legislation; it was an expression of strengthening the independence of the reborn Albanian State. The jury, as part of the trials for criminal offenses, was implemented for the first time in Elbasan. It consisted of 12 members. As members of the jury could be selected, merchants, lawyers, doctors, pharmacists, etc.
