On April 12th, 1939, the so-called Constitutional Assembly approved the composition of the quisling government with prime minister Shefqet Verlaci (he also held the post of Deputy Minister of Interior and Minister of Public Affairs) Minister of Justice was appointed Xhafer Ypi, Minister of Foreign Affairs Xhemil Dino, Minister of Finance Fejzi Alizoti, Minister of National Economy Andon Beca and Minister of Education Ernest Koliqi.
