To create illusions on Albanians, on July 23, 1909, the Young Turks organized the Congress of Dibra. It was attended by 325 delegates from different provinces of the Empire, where besides the Albanians there were Greeks, Macedonians, Macedonians, Serbs, etc. There were also patriots like Sotir Peci, Feim Zavalani, Dervish Hima, Loni Logori and others. The Congress approved a 17-point program, which included Albanian schools and Albanian alphabet. The Albanian press of the time denounced this maneuver of the Jews and emphasized that the Albanian school and education cannot be separated from the war for the liberation of the country.
