On May 21, 1913, the writer and researcher arbëresh Zef Skiroi, via a telegram to the Ministry of Foreign Affairs of the Government of Vlora Government Affairs reports that arberesh of Italy, and raised the Albanian flag in Milan, wishing full progress and freedom to the nation of Skanderbeg.
