On May 3rd, 1921, was concluded the Congress of Vlora with the initiative of Avni Rustemi. The representatives of 25 democratic societies from all over Albania decided to unite them in a single society called the “Atdheu”, which also published its periodic organ of the same name. The Federation “Atdheu” had an important role in joining the democratic forces of the country. In its program, this congress had the support of the private initiative and the formation of cooperative, commercial, industrial societies, the improvement of the miserable village situation and the creation of an agricultural bank.
