The Supreme Council established in the Congress of Lushnja, on April 9th, 1920, approved the “the punitive law for political offenses”. The law prohibited propaganda against the Albanian nationality, against red and black Albanian flag against Albanian independence against the language of national letters; it condemned every effort to religious discord, every espionage and diversion activities.
