After the proclamation of the Monarchy, on September 5, 1928, the first royal cabinet was formed. Prime Minister and Minister of Interior was Kostaq Kosta, Foreign Minister – Xhafer Ypi of Justice – Hiram Delvina, Minister of Finance – Dhimitër Tutulani, Minister of World Affairs – Sali Vuçiterni, Minister of Agriculture and Forestry – Musa Juka and Commander of Defense National Xhemal Aranitasi.
