The Council of Ministers of the Provisional Government of Vlora, convened on May 5th, 1913, began the reform of the reorganization of the judicial system in Albania. In the decision taken, among other things, it was stated: “The Council of Ministers decided to unite civil and penal cases and their viewing in justice trials”. The rule suppressed the local courts that represented the judges who operated under Muslim religious laws.
