Venice Senate, gathered urgently on December 4th, 1399, to examine the situation in the region of Shkodra and Drishti, which were under the rule of the Republic of St. Mark. He ordered his executives of Arberia lands, where a massive uprising had exploded, to find the dominant causes and sufficient peoples for the oppression of the uprising and saving of Venetian rule.
