The Great Powers gave the ultimate to the Sublime Porte of Istanbul that into October 30th, 1880, should give Ulcinj to Montenegro. Albanian patriots, based in the Assembly of Gjirokastra, decided to mobilize all forces, to protect with guns the integrity of territory of the country and to ask to the Sublime Porte the autonomy announcement of Albania.
