The government established at the Congress of Lushnja on April 29th, 1920, presented to the National Council its program, where the main issue remained “the protection of full independence with supreme rights and the sovereignty of the earth”. “To ensure full independence, was said in the program, the government has decided not to notify any foreign government, to interfere in state affairs and this decision has been held and will be held with every conditions”.
