Under the pressure of the International Control Commission, the Provisional Government of Vlora, headed by Qemali Ismail, resigned on January 22nd, 1914. In the decision of the resignation the Commission notes that this was “the only instrument to end the disunity and anarchy in the country “. With the decision that held the firms of the Great Powers representatives, who shattered Albania, now they were prohibiting the right of self-government of what has remain by passing all the power to the International Control Commission.
