The letter of Ali Pasha, dated on March 20th, 1802 is addressed to the king of the two Sicilies to which presents the dealer John Kristodhuli and requires a special treatment to him. Practically, this paper represents a “consular patent.” The consuls before they begin their activities in another country must have a license from the state that has chosen them. Ali Pasha, who formally was depended from Istanbul, had no right to send diplomatic representatives and consulate in other countries, but the letters written more than two centuries ago, and his relations with the great powers of the time, including England, France, Russia, etc. attest his intense diplomatic activity.
