On June 18, 1878, the Albanian League of Prizren adopted a series of decisions that were included in what was called “Kararnamen” or “Book of Decisions”. They were assigned as the task of the district branches of the League, to organize and carry each of the local military wards and to secure the peace and order. At the same time, a general “covenant” was proclaimed and the prohibition of all fakes was prohibited. Against those who would violate the “covenant” and practice blood feuds, severe punishments were foreseen. In the “Book of Decisions”, is included the “Order of the Albanian League for the organization of the administration and the army”. Its first part contains 19 articles on the establishment and functioning of the administration. With this act, the League practically took on the functions of a government. The second part of the ordinance has only 8 articles and it deals with the organization of the army and its deployment or deployment.
