On June 15, 1912, in Vlora and in other parts of Albania, disputes were sent to the Government of Ghana for the creation of an autonomous Albanian province, where the schools were Albanian and held by the people, where civil servants and judges Were Albanian and served only Albanian, where Albanian soldiers stayed in Albania, except for the wartime.
