On December 14th, 1922 the “National Council” or the Albanian Parliament approved the “Enlargement of the Statute of Lushnja” by turning the “Kanunoren”, in a constitution with 129 articles. The new basic law of Albanian State sanctioned the parliament power, as the highest organ of state power; defined the powers of the High Council as a collective head of state, the principles of the construction of judicial organs, as well as the rights and freedoms of citizens.
