Esat Pasha
On October 12th, 1913, Esat Pasha, declared the “Leaders of Middle Albania”, in Durres, headed by him. He interrupted every relation with the Government of Vlora and started the war against it. The power of Toptani was located in a narrow zone that included Durrësi, Shijaku, Peqini, Kavaja and Tirana.
