Premier was Esheref Frashëri, Minister of Foreign Affairs Mehmet Kinica, Interior Minister Ahmet Zogu, Sotir Peci Minister of Education, Minister of Justice Hoxhë Kadriu, Ndoc Çoba Minister of Finance and Minister of War Ali Riza Kolonja.
